      <abstract>Neighborhood units for Clackamas, Multnomah, and Washington Counties, Oregon.  Based on US Census 2010 Census Block Group spatial divisions, it provides a spatial aggregation unit for summarizing buildings and the people that occupy them, and for joining to tables of damages estimates from a particular earthquake scenario.</abstract>
      <purpose>The dataset provides basic information on assets and people within a spatial aggregation unit. It is primarily intended to join to a specific earthquake scenario table with loss estimates.  Basic information can be used for normalizing earthquake loss estimates (casualties per 10,000 people, for example)</purpose>
      <supplinf>Not to be confused with a Census Block Group (CBG). Occasional CBGs were combined into a single unit.</supplinf>

      <attraccr>Permanent Residents (PermResidents) attribute is a summary of US Census 2010 spatial data. The PermResidents data exactly matches the 2010 Census. The Daytime and Nighttime Population estimates are based on a population distribution model discussed in the report, and are reasonable approximations of a typical weekday with school in session for daytime.</attraccr>

    <logic>Some boundaries in the US Census Block Group (CBG) data were poorly placed relative to high-resolution County boundaries. CBG Boundaries were adjusted where needed.  No overlaps or gaps exist in the polygon data. All ID values are unique.Per US Census Bureau procedures, Census Block Groups do not span county boundaries. However, "Area 93" is a 160-acre parcel that was transferred from Multnomah County to Washington County in 2014. The Census Block Group units that formed the basis for this file were based on 2010 Census, thus a minor inconsistency exists between census block group  with its associated county, and current-day (2017) county boundary. We retained the 2010 census block group boundaries.</logic>

        <procdesc>Census Block Group (CBG) geodata obtained from US Census Bureau (TIGER/Line shapefile). POP10 value renamed as PermResidents; all other fields discarded. Where appropriate, contiguous blocks were merged to create a larger block that contained at least 300 buildings. In such cases, PermResidents were cumulative. A unique ID (NUID) was then assigned to each Neighborhood Unit. No CBGs were merged that crossed county boundaries.</procdesc>
        <procdesc>Attribute population: Acres was calculated using Esri's Calculate Geometry tool. Data from Hazus database were spatially associated with the Neighborhood Unit, and summary statistics were run to obtain all quantified data. </procdesc>
