Field description
The Flow_zone attribute provides an identification number for each evacuation flow zone. The actual value is arbitrary; the intention is to allow a user to differentiate flow zones in order to more clearly see the larger evacuation regime for a region. Flow_zone IDs link with the corresponding Evacuation Route feature class Flow_zone IDs.

The time, in seconds, after the Cascadia Subduction Zone earthquake when the first wave reaches the point of safety for each evacuation flow zone. The first wave arrival is defined as the time at which tsunami flow depth reaches more than 0.5 ft.

The wave arrival time, in seconds, for each evacuation zone minus 10 minutes to account for the time in which earthquake shaking takes place, as well as human disorientation, and the time required to evacuate buildings. It is these values that were used to calculate Beat the wave (BTW) evacuation speeds.

Description
Abstract
                            We evaluated pedestrian evacuation in Astoria and nearby unincorporated communities of Clatsop County, Oregon in the event of a local tsunami generated by an earthquake on the Cascadia Subduction Zone (CSZ). This polygon feature class shows the nearest safety destination for every point in the inundation zone (on the road and trail network) assuming all non-retrofitted bridges within the inundation zone fail due to earthquake shaking. This layer was created based on the Extra-extra-large1 (XXL1) tsunami scenario, which is a Local Cascadia Subduction Zone (CSZ) tsunami scenario generated by a magnitude 9.1 earthquake. The XXL1 event has an estimated recurrence rate of at least 10,000 years. Purpose
                            The purpose of this data is to provide local government with a quantitative assessment of pedestrian evacuation in order to evaluate mitigation options such as evacuation route improvements, better wayfinding, land use planning actions, and potential vertical evacuation options.

                            Statistics of all numeric attributes were generated and reviewed. Unique values and duplicate values for all text attributes were generated and reviewed.                         This dataset is complete for Astoria and nearby unincorporated communities of Clatsop County, Oregon. This is defined as the area between the Lewis and Clark River in the west and the John Day River to the east.

Horizontal Positional Accuracy Report
                                Horizontal positional accuracy is very good because evacuation flow zones are derived from path distance results. Tsunami simulations use unstructured computational grids constructed from detailed bathymetric and topographic data, particularly lidar. Spacing between computational grid points, a measure of the precision of this data, is generally less than 10 m in populated areas and at critical shoreline features such as jetties.

Process Step
Process Description
                                The path distance tool uses geospatial algorithms to calculate the most efficient route from each point in the evacuation zone to safety. Inputs include sub-sampled lidar and a road and trail network. Additional ArcGIS tools used to convert path distance results into this feature class include several from the Hydrology Toolbox and the backlink raster. This layer was generated using Esri ArcGIS 10.7 and Esri ArcPro 2.8 software.
